WATCH: State auditor Xylene Del Campo told the Impeachment Court that if irregularities are found during a post-audit of the use of confidential funds, the Commission on Audit (COA) may issue a notice of disallowance without necessarily first issuing a notice of suspension.

This was in response to a question from defense lawyer Kristine Ferrer on whether the joint circular governing confidential funds explicitly provides that a violation of Section 6.1.1—which bars the transfer of funds from one accountable officer to another—would ultimately trigger a notice of disallowance.
