@EricRSammons As a former prosecutor, I can assure you that enforcement is going to be a problem. Getting a jury to convict is a problem. Also, the police have to do despicable, nasty things even to make an arrest. And then when it's done, is it just a fine or do we send them to prison?
@EricRSammons I grew up being told that a "couple" was exactly two, as in "aren't they a lovely couple." The more general term was "several," which could be in the 3-8 range, but more likely 3-5. Anymore than that and the word might be "many." Or a whole bunch, or a truckload, etc.
