Second... it is a payroll tax.
Third... if it's not a tax, the government should not be able to use it as a slush fund nor should they be able to raise the age of eligibility and ALL contributions should be paid out to next of kin upon death.

Unchallenged costs, ridiculous wait times, sub-standard professionals, limited access to specialists. Folks up here consistently pay for better care down south when faced with serious concerns
