Right now it basically is because no one uses it. You have one entity governing the entire ecosystem. That entity is unanimously hated and for good reason.
If PayPal started its own chain tomorrow with its own licensing and terms of service what would be the difference? Pretend they implemented unlimited block size and all the same opcodes so you could build all the same stuff with it. Plus they’d have a fresh token supply to use to incentivize adoption. Why wouldn’t I use their chain instead?

Nodes in a decentralized network don't always agree due to local differences in information. Without an objective way to decide which chain is valid the network would fragment into conflicting versions. His solution was to make the longest chain by proof-of-work the valid one.
He was not saying nodes should accept obviously invalid blocks or that the longest chain is always right no matter what. Like @ProjectBabbage says, Satoshi repeatedly used the words "valid" and "honest" when describing how Bitcoin is supposed to work. The longest-chain rule is the tie-breaker when there are multiple valid competing chains. By taking this quote and saying nodes "are expected to build upon attackers' blocks" you're essentially arguing that the system has no concept of validity beyond raw hash power. That's obviously not what Satoshi meant. You're taking the "no matter what" part of that quote way too literally.
Here's another quote from the white paper: “Nodes are not going to accept an invalid transaction as payment, and honest nodes will never accept a block containing them.”
This doesn't mean I agree with NAR/DAR on BSV. I don't endorse BSV and have tried to convince @ProjectBabbage to stop wasting time on it.

Satoshi's quote about gold turning to lead was about using Bitcoin's programmability for escrow. Parties could voluntarily set up conditional rules so that stolen funds become worthless ("turn to lead") until returned, at which point the owner could reactivate them. It had absolutely nothing to do with miners or any central authority seizing coins based on court orders without the owner's keys. Not even close.
Also, the protocol isn't locked. It can never be truly locked because you don't know who might control majority hash power in the future. The protocol being "set in stone" is just BSV marketing slop. You have absolutely no idea what you're talking about.
You're also not seeing "more and more" BSV users. You're either lying in the post or lying to yourself. Nobody uses BSV.
