Ongoing: The Annual Registrars’ and Magistrates’ Conference is underway at Hotel Africana in Kampala under the theme “Enhancing Judicial Accountability and Access to Justice.” The conference has been organised by the Judicial Training Institute (JTI) and has brought together Registrars and Magistrates from across the country.

Proceedings commenced this morning, with the first session chaired by HW Prossy Katushabe, Registrar of the High Court. The opening presentation, titled “Leadership as an Effective Tool in Adjudication and Case Management,” was delivered by Senior Counsel Mr. Francis Gimara, Team Leader at ALP Advocates.

In his presentation, Mr. Gimara underscored the central role of accountability in effective leadership within adjudication and case management. He challenged participants to reflect on their personal mission statements, urging them to regularly assess what they have done, measure outcomes and focus on results. He emphasized that leadership should be demonstrated by example, noting that higher courts ought to lead efforts in case clearance rather than leaving the burden to lower courts.

Mr. Gimara encouraged judicial officers to move away from positional leadership and instead embrace what he termed Level Five Leadership, which is anchored in humility, responsibility and results. He observed that strong leadership enables effective control of case flow, timely decision-making and improved efficiency in the administration of justice.

He further noted that modern leadership is about influencing positive behaviour and guiding people effectively, adding that transformation within the Judiciary will largely depend on how judicial officers demonstrate leadership beyond their formal roles. He stressed that leadership begins with self-leadership and observed that both good and poor leadership are always visible. According to Mr. Gimara, meaningful leadership is grounded in giving rather than receiving.

The conference will be officially opened by the Chief Justice, Justice Alfonse Chigamoy Owiny - Dollo.

HW James Ereemye Jumire Mawanda, Registrar and Public Relations Officer of the Judiciary, together with HW Lillian Bucyana, Ag. Registrar at the Judicial Training Institute are moderating the proceedings.
