PRESS RELEASE
The Indigenous Tribal Leaders' Forum (ITLF) is aghast at the legal threat issued by Meitei journalists against their seniors from the Editors' Guild of India (EGI), the conscience keeper for the industry, for their report on the sectarian conflict in Manipur.
ITLF also strongly condemns the filing of an FIR against the EGI team by Manipur Police, which shows the government's intolerance towards anyone who disagrees with its narrative.
The three-member team from EGI, with more than 60 years of journalism experience between them, took the risk of coming to a conflict zone after receiving multiple representations about the partisan role of the media. The Indian Army also wrote to EGI that media outlets in Meitei-controlled Imphal were indulging in "outright misrepresentation of facts".
No journalist or representative from the Meitei or tribal community followed them in their fact-finding mission. No one influenced their judgment.
Manipuri journalists and the state government can nitpick about details in the report, but the overall state of affairs is plain for all to see - Meitei media outlets have become propaganda machines during the conflict, fully toeing the line of the militants and the chief minister. The radicalization and the hate that oozes from the Meitei populace show that they have been completely brainwashed into thinking all Kuki-Zo tribals are "foreigners", "narco-terrorists" and "militants" trying to take over their land.
The valley-based media has indulged in not just biased reporting, but in many cases resorted to publishing completely fabricated news - on more than one occasion, Imphal newspapers have carried "news" items about fierce gun battles between Kuki-Zo tribal groups in the heart of Lamka.
The EGI team's mandate was to find out the state of reportage amid the complex dynamics at play, and that is what it wrote in the report, without fear or favour. Unfortunately, the Meitei community has gone and done what it does best to those who do not agree with its narrative - use the legal system against them.
Itmay be mentioned thatManipur police also filed an FIR against a fact-finding team of the National Federation of Indian Women (NFIW) in July.

AN IMAGINED PROBLEM
@NBirenSingh, his coterie, and radicalised Meitei civil society groups have been peddling the narrative of 'illegal immigration' against the Kuki-Zo ethnic tribes to discredit their Indian citizenship and thereby snatch their land and resources, and mobilise the Meitei public towards violent action. The call for a National Register of Citizens (NRC) exercise in Manipur is not a sincere effort at uncovering illegal immigrants; it is sought to be a weapon to victimise and humiliate the Kuki-Zo tribals.
In truth, there is no substantive evidence to support the narrative of unabated proliferation of illegal immigrants in Manipur. Even a cursory look at the decadal growth rate in Manipur between 2001- 2011 will show there is no abnormal growth rate. In fact Kuki-Zo-dominated areas show lower growth rates compared to others.
The Kuki-Zo-dominated districts of Lamka (Churachandpur) and Pherzawl have a decadal growth of 20.29%, which is in fact, even lower than all of the Naga-dominated districts. In fact, this same district which was alleged by Biren Singh’s administration and the radical Meitei public for being a hotbed of illegal immigration, has the lowest decadal growth among the tribal districts. The country’s average decadal growth rate is 17.7 %.
In Senapati (Kangpokpi and Senapati) which records the highest decadal growth rate in Manipur, the unnatural growth is exclusively concentrated in the Naga-dominated sub-divisions of Purul, Mao-Maram and Paomata, and not the Kuki-Zo-dominated subdivisions of Saitu-Gamphazol, Sadar Hills East and Sadar Hills West, now a part of Kanggui (Kangpokpi).

THOUSANDS OF SOPHISTICATED WEAPONS STILL IN HANDS OF MEITEI MILITANTS
The ethnic violence in Manipur is now completing its fourth month and, contrary to the claims of government officials, there are no signs that things are returning to normal. The recent cold-blooded murder of 3 Kuki-Zo tribal volunteers in Ukhrul districts by Meitei terrorists has escalated tensions yet again.
The State government’s apathy in recovering the sophisticated guns handed over to Meitei militant outfits from police stations in the Imphal valley has been one major factor for continuing violence. Overall, more than 6000 sophisticated arms and over 6 lakhs ammunition rounds have been given to Meitei militant outfits like the Arambai Tenggol by Meitei policemen till today.
Combing operations have been launched but these
turn out to be namesake. Sources from the Central security agencies have revealed that arms recovery is much below their expectation. Only around 1800 out of 6000 arms have been recovered. Security officials have pointed to the obstructionist role of the Meitei Meira Paibis as one reason why combing operations were often unsuccessful. The sources also confirmed that most of these weapons have now fallen into the hands of Valley-based Insurgent Groups (VBIGs) who are recognised as ‘terrorist organisations’ as per the Unlawful Activities (Prevention) Act, 1967

Manipur and the Tribals
1. The tribals of Manipur had settled in the Hills between 1400 - 1600 AD
2. In 1871-72 Raja Goukhothang Guite who rules over Chin Hills and Southern part of Manipur was arrested by the Maharaja Chandrakirti Singh during the Lushai Expedition and killed at their custody
3. In 1891 the British took over Manipur after Anglo-Manipuri War fought at Khongjom with Administrative power given to the Kings within the Valley and the Hills govern by the British in the name of Political Agent or Vice President of Manipur State Darbar
The Tribal areas was never under the Meitei Kings, they are govern or look after by Assam Commissioner under Bengal Eastern Frontier Regulations Act 1873
4. There was a war called Anglo-Kuki War also known as Zogaal, the British noted it as the Kuki Rebellions in 1917 - 1919.
5. India got independent on 15 August 1947. In 21 September 1949 the Meitei king (Maharaja Budhachandra Singh) and the Indian Union (DP Menon) consulting each other at Shillong. On 15 October 1949 the Indian Union and the Meitei king signed a Merger Agreement at Shillong which excluded the Hills Area. The area signed was just 712 sq. Miles., that is, the Valley. Manipur comprises of Hills and Valley with a total of 22,327 sq. Km
6. Manipur State Hill People's Administration and Regulations Act of 1947 was used till the Merger Agreement of 1949. The chief of a village was a highest Administrator without any outside interference.
7. The Manipur Village Authority Act of 1956 was passed by the Indian Parliament.
8. The Manipur Land Revenue & Land Reformation Act of 1960 was passed. (Tripura model) This Act was enforced mostly at Eimi districts. Many crisis came up. Revenue tax and Hill House Tax is paid by one person whereas such thing do not happened in Naga areas.
After this act, the Manipur Hill Areas Acquisition Act 1957 was passed. The Chief's opposed tooth and nail. The act was abolished.
8. In 1963, The Manipur got Union Territory with some representative members from the Hills like Pu TC Tiankham and Pu Kampu Gangte
9. In 1970 the tribal MLAs demands Sixth Scheduled and instead of it powerless and toothless District Council was created in 1980. This was boycott under the leadership of ATSUM. Sixth Schedule look like ADC was created in 2000 without proper structure.
10. In 1971, the North East Reorganisation Act was passed by Pi Indira Gandhi with specific areas covered for the Zo ethnic groups
11. In 1972 January 21 the Meitei kingdom was upgraded to Statehood status. Meanwhile, Indian government amended the Constitution for the Tribals of Manipur under Article 371 C on June 20, 1972 signed by President V V Giri
12.Pu R K Joychandra who was the CM of Manipur try to introduce MLR &LR Act of 1960 in the Hill Areas in 1988 but the Tribals opposed it.
Under the leadership of O. Ibobi Singh in August 31, 2015 the 3 bills was passed by Manipur State Assembly, that is, Protection of Manipur People's Bill 2015, Manipur Land Revenue & Land Reforms 7th Amendment Bill 2015 and Manipur Shops & Establishment 2nd Amendment Bill 2015. This Bill was introduced or passed in the Assembly to dilutes Article 371C.
