The truth is, you cannot build systems like this exclusively on the logic of profit. You cannot expect to break even in 20 or 30 years. Projects of this scale are built because the government decides they must exist to serve the people.

Undisciplined overdevelopment masalah besar negara. Terutamanya di kawasan bandar.

Contoh - Wangsa Maju, Sentul, Mont Kiara, TTDI, Taman Melawati dll.
Setiap inci tanah, kita nak clear dan develop. We keep adding more concrete load onto places that are already under stress.
Then when rain comes, the people bear the price.
Rumah masuk air. Kereta tenggelam. Stock rosak. Traffic lumpuh.
Public money goes into clean-up & repairs again & again.
And some still act surprised.
Bukan semua bencana itu really “natural”.
A lot of what we are dealing with now is the cumulative effect of years of bad land-use decisions.
Too much land clearing. Too little discipline.
That is why I think we should start discussing something more radical: what if we decided to stop building floods?
Bukan nak suruh stop all development.
Bukan anti-growth.
Bukan anti-housing.
Bukan anti-city.
What I mean is actually quite simple.
Kalau area tu dah overdeveloped, bukan hijau dah, terlalu padat, flood prone dan memang infrastruktur dah struggle, then kita patut pause, stop dan let nature catch up again.
A real policy would probably look something like this:
Kawasan Tenat
Tempat yang dah tertekan.
Kawasan banjir berulang, tepi sungai, cerun sensitif, wetland, kawasan tadahan air, dan kawasan bandar yang drainage dia memang dah tak cope.
Dekat sini, pembangunan berisiko tinggi patut pause dulu.
Kawasan Kawalan
Tempat yang masih boleh dibangunkan, tapi dengan syarat jauh lebih ketat.
Less site coverage, lebih retention, saliran lebih kuat, green cover kena jaga, dan tak boleh main approve macam biasa.
Kawasan Boleh Bina
Tempat yang lebih sesuai untuk pembangunan sebab risikonya lebih rendah, infrastrukturnya lebih sedia, dan sistemnya masih boleh tampung pertumbuhan.
And during the “pause”, it doesn’t mean do nothing.
It means restore.
Key to this is to restore.
- Upgrade drainage.
- Add retention ponds & infiltration.
- Stabilise slopes.
- Protect floodplains.
- Bring back tree cover.
- Audit what the land & drainage system can actually cope with before allowing more burden onto it.
Also LET NATURE CATCH UP AGAIN.
Repair first, then build.
Kalau ikut struktur govt?
KPKT jaga & drive the planning & zoning.
NRES drive environmental recovery.
State governments control land & must identify high-risk zones.
Local councils must stop approving the worst projects & enforce stricter rules where the system is already under stress.
Maybe this is how it would actually look like in practice.
Apa yang kita panggil “progress” / "development" now is selalunya just future damage with a launch ceremony.
Is this a difficult & radical policy?
Aku rasa yes.
The current system rewards the exact opposite.
Land conversion brings revenue. New projects look good politically. Announcements sound like growth.
Everyone gets to say something is being built. The damage only appears later, & by then the public is the one paying for it.
It is a political economy issue.
Not every piece of land needs to be maximised.
Some places need to be protected. Some places need to be left alone. Some places need to recover.
So yes, just nak cakap :
Stop building floods. Restore before we build more.
