I reminded the graduates that discipline and integrity are the foundation of service. They must reject corruption, safeguard their health, and use modern tools such as forensic science, K9 units and CCTV to defeat crime. Security must also support wealth creation by protecting our people and ensuring every Ugandan joins the money economy. I wish them success as they serve Uganda with patriotism and dedication.

My office has noted with concern a list currently circulating on various media platforms and social media purporting to be a “Reshuffle of Resident District Commissioners, Resident City Commissioners, Deputies, and their Assistants by H.E. the President.”
The Office wishes to inform the general public, all RDC/RCCs, Deputies, Assistants and all stakeholders that the list trending is fake, malicious, and has not been issued or authorized by H.E. the President of the Republic of Uganda.
No reshuffle has been effected. H.E. the President has not appointed or transfered any RDC at this time. Appointments remain the prerogative of the Appointing Authority in line with Article 203 of the Constitution of the Republic of Uganda.
The public is therefore advised to disregard the circulating list and treat it as the work of individuals' intent on causing confusion, anxiety, and disaffection among public officers and citizens.

The national research portfolio demonstrates deliberate technological diversification in vaccinology, spanning recombinant sub-unit platforms, inactivated formulations, and next-generation viral-vector systems designed for rapid adaptability to emerging and re-emerging pathogens. In parallel, advanced diagnostics particularly salivary, point-of-care nanobody-based assays and precision PCR technologies are redefining surveillance architecture through decentralization, molecular precision, and rapid deployment at the community interface.
Beyond therapeutics and diagnostics, a critical transformation is unfolding in bio-industrial engineering. The strategic vertical integration of biotechnology with indigenous bio-resources, including the valorization of agricultural substrates into pharmaceutical-grade excipients, is constructing a circular bio-economy that fuses agriculture, molecular science, and scalable manufacturing. Today, I was pleased to deliver remarks at the closure of the Uganda Printing and Publishing Corporation (UPPC) board retreat held at Speke Resort Munyonyo.
I congratulated the Board and Management for taking the time to reflect on the Corporation's progress and chart a clear path for its future and conveyed my deepest appreciation to His Excellency the President, Gen. Rtd. Yoweri Kaguta Museveni @KagutaMuseveni, whose timely intervention restored order at UPPC @uppc_uganda following a difficult period characterised by wrangles, weak governance, and mismanagement.
His decision to appoint a new board under the leadership of Mr. Joachim Buwembo and a new management led by Prof. Suudi Nangoli has transformed what was once a struggling institution into one that is once again deserving of the title of government printer.
UPPC has moved from recording a loss of UGX 3.06 billion in FY 2022/23 to profits of UGX 1.2 billion in FY 2023/24, UGX 1.4 billion in FY 2024/25, and an impressive UGX 7.27 billion profit before tax in just the first seven months of FY 2025/26. Equally commendable is the strengthening of internal controls, improved compliance with statutory obligations, and the implementation of a clear five-year strategic plan that has significantly reduced the Corporation's historical tax burden.
I equally acknowledged the unwavering support extended by the Permanent Secretary, Hajji Yunus Kakande, and my office, under the guidance of His Excellency the President, in ensuring that UPPC regained its footing.
As we celebrate these gains, let us remember that sustaining success is often more difficult than achieving it. I therefore urged them to jealously guard the progress made by eliminating internal conflicts, intrigue, and unnecessary divisions that can easily reverse these hard-earned gains. Institutions succeed where teamwork, professionalism, and a shared purpose prevail.
I urged the Corporation's management to continue embracing digital transformation on top of strategies put in place. The deployment of an advanced ERP system, and the digitisation of the Uganda Gazette and other publications that are now accessible online. However, there is need to deepen your digital transformation because the future of printing is increasingly digital. This aligns perfectly with Government's development agenda under the National Development Plan and Vision 2040, while also supporting His Excellency's call for efficient, transparent, and corruption-free public service under the theme, "Kisanja: No Sleeping, No Corruption."
I am encouraged by the Board's commitment to attain a 75 percent credit sales collection rate and a 90 percent recovery of outstanding debts. I expect these targets to translate into stronger liquidity and long-term financial sustainability.
I also urged the Board and Management to continue strengthening operational excellence, customer satisfaction, and organisational efficiency. These are the pillars upon which UPPC's competitiveness and credibility will rest. More importantly, they will save both the Corporation and the supervising Ministry from unnecessary appearances before oversight institutions such as COSASE.
I encouraged the Board and Management to continue working closely with the Permanent Secretary and the technical teams within Government to advance the Corporation's strategic agenda.
I assured them my continued support and maintaining open communication to address challenges proactively, and work together to unlock opportunities that will accelerate the Corporation's growth and transformation.
Our objective is not merely to sustain UPPC. It is to build a modern, financially sustainable, technologically advanced, and nationally respected institution that delivers value to Government and the people of Uganda.
Together, let us continue building a stronger, more resilient, and future-ready Uganda Printing and Publishing Corporation.

Today at Kabalye, I passed out 9,952 officers comprising the 25th Intake of Probationer Police Constables and the 3rd Intake of the Immigration Officers’ Course. I congratulate them on successfully completing their training and commend the Police leadership and instructors for producing a disciplined force.
Yesterday, I was honored to preside over the closing ceremony for the Presidential Hubs Finance Officers and Demonstration Farm Managers at Oliver Tembo School in Kaweweta.
The officers successfully completed a week long transformational leadership and mindset course.
Today at Kabalye Police Training School in Masindi, Hon. Minister Prof. Ephraim Kamuntu , Commissioner General of Prisons Canon @jbyabs , Inspector General of Police Byakagaba and I had the honor of joining our Father of the Nation, H.E. President @KagutaMuseveni , as he presided over the pass-out of 9,952 officers comprising the 25th Intake of Probationer Police Constables and the 3rd Intake of the Immigration Officers’ Course.
H.E. the President congratulated the officers upon successfully completing their training and urged them to serve Uganda with patriotism, discipline, integrity, and professionalism. He also commended the Police leadership, led by the Inspector General of Police, @igp_ug1 , together with the instructors, for their dedication in producing a disciplined and capable force ready to serve and protect the people of Uganda.

Today, I had the privilege of chairing a planning and engagement meeting that brought together political leaders, civil servants, technical staff, and security heads of Soroti City. The purpose of the meeting was to harmonize our diverse ideas into a unified strategic plan and clear direction for the city—one that not only aligns with the National Development Goals but also reflects the aspirations and commitments outlined in the NRM Manifesto.
During the meeting, I emphasized that before addressing any challenge, we must first conduct a comprehensive assessment of the situation. We need to understand the current state of our city across key sectors, including revenue collection, security, sanitation and cleanliness, healthcare, infrastructure development, and service delivery. Only then can we develop effective and sustainable solutions that will transform Soroti City.
I would like to extend my sincere appreciation to Hon. Atan Moses and Hon. Acom Alobo for choosing the interests of the city above political differences. Their commitment to unity and development demonstrates the leadership and cooperation needed to drive meaningful progress for our people.
Together, let us continue working towards a cleaner, safer, more prosperous, and well-planned Soroti City for present and future generations.
