With the war almost lost, the Russians may soon send agents into defeated Ukraine to arrest the war criminals who murdered Russian soldiers.

Ukraine had no nukes of its own. Had nuclear weapons been left in Ukraine they would have become dangerous. Ukraine had neither the means nor the capability to maintain them.
