The suspect has been identified as Kabugo Henry, a 21-year-old boda boda rider and resident of Old KiraโKisenyi.
Preliminary investigations indicate that Kabugo Henry was captured in video footage of the incident wearing a blue reflector jacket and concealing his face with a black hood.
The suspect was arrested in the Wandegeya area of Kampala in a joint operation involving Police and boda boda leadership from Nakawa Division.

The two suspects that were arrested in connection with Lydia Babirye's murder. One was picked up in Nateete, confessed, and led police to a house in Kakiri, Wakiso District, where her decomposing body was found wrapped in a mattress cover and tied with ropes.
The suspects had demanded a ransom of 20 million shillings from her family, who paid 8 million, but she was still killed.
Both men are scheduled to appear in court tomorrow on murder charges.
If convicted of murder in Uganda, the suspects face a possible death sentence or life imprisonment. However, courts often hand down long prison terms instead similar cases have received minimum sentences of around 40 years. That would keep them locked up in Luzira until the year 2066 assuming they serve every day with no early release or parole.
