AU PSC, at its 1337th open session, deliberated on hate crimes, combating genocide ideology, and the urgency of prevention in Africa. Chairing the session, Amb. Hirut Zemene Kassa (#Ethiopia) emphasized that while progress has been made, hatred, discrimination & extremist ideologies still threaten social cohesion if left unchecked. She underscored that preventing and countering such ideologies is central to conflict prevention and peacebuilding.
In his introductory remarks, Comm. Bankole_Adeoye, delivered by #PSC Secretariat Head Ms. @NeemaChusi, highlighted the persistence of hate-driven ideologies and crimes that continue to fracture societies; stressed the urgent need for sustained preventive action; underscored the importance of continuous dialogue among Member States; and, emphasized that early warning mechanisms on hate speech and incitement are among the most effective tools, if matched with timely, decisive action. He reaffirmed the @_AfricanUnion’s commitment to addressing root causes, preventing violence, and strengthening societal resilience across Africa.
In his statement, Maj. Gen. (Rtd) Charles Karamba (#Rwanda) cautioned that conditions in parts of the continent still allow genocidal ideology and hate speech to take root, posing serious threats to communities and regional stability. He called for stronger monitoring and action against hate speech, accountability for perpetrators, an #AU-led mechanism to track incitement, and greater regional cooperation to counter armed groups. Minister @onduhungirehe is in Addis Ababa, Ethiopia, for the 48th Ordinary Session of the AU Executive Council ahead of the 39th African Union Summit scheduled for 14-15 February 2026. This year’s summit is held under the theme “Assuring Sustainable Water Availability and Safe Sanitation Systems to Achieve the Goals of Agenda 2063”.
The Council is one of the African Union’s principal policy organs, composed of ministers of foreign affairs or other designated ministers of AU member states, responsible for coordinating and taking decisions on policies in areas of common interest, among others.

Rwanda currently has only one healthcare worker per 1,000 people, far below the @WHO recommendation of about four per 1,000. It would take 180 years for that gap to close at the current pace of progress. So, as part of the 4x4 reform initiative, Minister of Health Dr. Sabin Nsanzimana (@nsanzimanasabin) recently announced the launch of an AI-powered Health Intelligence Center in Kigali to help ensure limited health care resources are being used as wisely as possible.
As part of the #Horizon1000 initiative, we aim to accelerate the adoption of AI tools across primary care clinics, within communities and in people’s homes. These AI tools will support health workers, not replace them.
