@KelseyTuoc He argues they do and he cites static code analyzers that use the same amount of compute, data, and security reaserchers filtering regressions has the same effect.

@KelseyTuoc They don't follow rules. They would just prevent them from voting as long as possible. For example, they might restrict putting up polling places, or not give them voting rights. There would be no logic to their actions, only the results they want.
