@stclairashley If you really go back in history you will see the gradual increase in population and voter turnout.

@stclairashley Include data from 2000, 2004 and 2008. You will see a similar spike in 2004 driven by 9/11 for Bush. Significant events cause higher voter turnout and then they settle back to normal.
