@capeandcowell Ineligible means inactive. These people did not receive ballots. Most states remove inactive voters after two years, Oregon deems them ineligible which is the same thing.

@Theo_Chilton Hey Oregonian here, if you actually look into this you'll find out that while they are still on the rolls (labeled "inactive voters"), they are not sent ballots.
