The Selective Lens on Water Sharing - Indus Water Treaty and Satluj Yamuna Link Canal

1. Punjab and Haryana are set to hold talks on the construction of the SYL canal. Yet, no one points out that Haryana is already receiving 18 LAF (lakh acre-feet) of water out of its 34 LAF allotment under the SYL scheme.
2. India has sought to hold the Indus Waters Treaty in abeyance, citing a "change in circumstances" and is pushing to renegotiate its terms.
3. How is it that circumstances have changed only with respect to the western rivers (Indus, Jhelum, and Chenab) of the Indus basin, but not for the eastern rivers (Ravi, Beas, and Sutlej)?
4. The Central Ground Water Board (CGWB) itself reports that over 117 out of 150 blocks in Punjab (East Punjab) are overexploited.
5. Does this not amount to a serious change in circumstances—one that calls for reconsidering the unjust and extra-constitutional allocation of the eastern rivers (Sutlej, Beas, and Ravi) to non-riparian states like Haryana, Rajasthan, and Delhi?
6. Will these basic points be taken up for discussion in the upcoming meeting?

1. Sikh Shahadat magazine has played unique role in bringing and high lighting the Sikh narrative on Ghalluhara 1984 and the struggle of 1980s-90s.

2. It was first published in 1998 (four issues) under the title of "Shahadat International".

3. Sikh Shahadat was published as a monthly magazine from March 2000 to August 2009.

4. September 2009 issue of this magazine could not be published due to police crackdown which led to discontinuation of publication of Sikh Shahadat.

5. Publication of Sikh Shahadat was resumed by a new team in December 2020.

6. Now Sikh Shahadat is a quarterly magazine.

Amritsar (25 June 2023): Panth Sewak personalities Bhai Daljit Singh, Bhai Narayan Singh, Bhai Satnam Singh Khandewala and Bhai Satnam Singh Jhanjian today shared information about the global Sikh gathering that is to be held on Miri Piri Day.

Bhai Daljit Singh Bittu and Bhai Narayan Singh told journalists that the Khalsa Panth has long had a tradition of joint decisions and joint leadership which has dissipated over the last century and more, due to the popularity of Western-style organisational structures and practices. It is for this reason that the system through which the central body of the Khalsa Panth, Sri Akal Takht Sahib was maintained, has been compromised and is no longer under the joint supervision of Panch Pardhani and Gurmatta traditions.

They further stated that due to the lack of a Panthic system maintaining Sri Akal Takht Sahib, a number of parties with vested interests, concerned primarily with garnering electoral votes, now appoint and remove the five Jathedars of the Takht Sahibs at their will. Evidence of this can be seen in the past few days where the Shiromani Gurdwara Parbandhak Committee removed Giani Harpreet Singh for his position as Jathedar of Sri Akal Takht Sahib, declaring Giani Raghbir Singh in his place.

Bhai Satnam Singh Khandewala and Bhai Satnam Singh Jhanjian said that their efforts and those of their kindred Panth Sewak peers are with the intention to form a common opinion among different sections of Sikh society as to how Panthic traditions and service of our institutions can be revived and engaged.

They further informed gathered members of the press, that the global Sikh gathering is being held at Sri Anandpur Sahib on the occasion of Miri Piri Day on Wednesday 28 June. This gathering will receive worldwide participation as Sikh representatives from within the global Khalsa Panth and those serving the Guru’s Sangat will be present in the virtual sphere.

Invitations have been delivered for the global Sikh gathering in good time with the primary purpose being to make the sincerest efforts to take joint decisions in accordance with Gurmat and Panthic traditions for the maintenance of Sri Akal Takht Sahib. The four concluded that their call for unity had received the warmest of receptions with sincerity and gratitude.

Panth Sewak personalities expressed their hope that with the grace of Guru Sahib, and under Gurmat and Panthic traditions, the global Sikh gathering would be successful in achieving its aim.

ਸਰਕਟ ਹਾਊਸ ਬਠਿੰਡਾ ਵਿਖੇ ਪੱਤਰਕਾਰਾਂ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਭਾਈ ਦਲਜੀਤ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਖਾਲਸਾ ਪੰਥ ਵਿਚ ਸਾਂਝੇ ਫੈਸਲਿਆਂ ਅਤੇ ਸਾਂਝੀ ਅਗਵਾਈ ਦੀ ਪਰੰਪਰਾ ਰਹੀ ਹੈ ਪਰ ਬੀਤੀ ਸਦੀ ਦੌਰਾਨ ਪੱਛਮੀ ਤਰਜ਼ ਦੇ ਜਥੇਬੰਦਕ ਢਾਂਚਿਆਂ ਤੇ ਅਮਲਾਂ ਕਾਰਨ ਇਹ ਪਰੰਪਰਾ ਵਿਚ ਖੜੋਤ ਆਈ ਹੈ। ਜਿਸ ਕਾਰਨ ਖਾਲਸਾ ਪੰਥ ਦੀ ਕੇਂਦਰੀ ਸੰਸਥਾ ਸ੍ਰੀ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਦੀ ਸੇਵਾ ਸੰਭਾਲ ਦਾ ਨਜ਼ਾਮ ਗੈਰ-ਪੰਥਕ ਲੀਹਾਂ ਉੱਤੇ ਚਲਾ ਗਿਆ ਹੈ ਅਤੇ ਇਸ ਵਿਚ ਪੰਚ ਪ੍ਰਧਾਨੀ ਸਾਂਝੀ ਅਗਵਾਈ ਅਤੇ ਗੁਰਮਤੇ ਦੀ ਪ੍ਰਧਾਨਤਾ ਨਹੀਂ ਰਹੀ। ਇਹੀ ਕਾਰਨ ਹੈ ਕਿ ਵੋਟਾਂ ਦੇ ਮੁਫਾਦਾਂ ਵਾਲੀਆਂ ਧਿਰਾਂ ਤਖਤ ਸਾਹਿਬਾਨ ਦੇ ਜਥੇਦਾਰਾਂ ਨੂੰ ਆਪਣੀ ਮਨਮਰਜੀ ਨਾਲ ਲਗਾ ਅਤੇ ਲਾਹ ਦਿੰਦੇ ਹਨ। ਇਸ ਦਾ ਪ੍ਰਤੱਖ ਪ੍ਰਮਾਣ ਅੱਜ ਦਾ ਘਟਨਾਕ੍ਰਮ ਹੈ ਜਿਸ ਤਹਿਤ ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਵੱਲੋਂ ਗਿਆਨੀ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਨੂੰ ਹਟਾ ਕੇ ਗਿਆਨ ਰਘਬੀਰ ਸਿੰਘ ਨੂੰ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਦਾ ਜਥੇਦਾਰ ਐਲਾਨਿਆ ਗਿਆ ਹੈ।

ਉਹਨਾ ਕਿਹਾ ਕਿ ਇਸੇ ਖੜੋਤ ਨੂੰ ਦੂਰ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਪੰਥ ਸੇਵਕ ਸਖਸ਼ੀਅਤਾਂ ਵੱਲੋਂ ਵੱਖ-ਵੱਖ ਸਿੱਖ ਤੇ ਪੰਥਕ ਹਿੱਸਿਆਂ ਵਿਚ ਸਾਂਝੀ ਰਾਏ ਬਣਾਉਣ ਦੇ ਯਤਨ ਕੀਤੇ ਜਾ ਰਹੇ ਹੈ। ਇਹਨਾ ਯਤਨਾਂ ਅਧੀਨ ਜਿੱਥੇ ਬੀਤੇ ਵਰ੍ਹੇ ਤੋਂ ਗੁਰ-ਸੰਗਤ ਅਤੇ ਖਾਲਸਾ ਪੰਥ ਦੇ ਵੱਖ-ਵੱਖ ਹਿੱਸਿਆਂ ਜਿਵੇਂ ਕਿ ਸਿੱਖ ਸੰਪਰਦਾਵਾਂ, ਪੰਥਕ ਜਥਿਆਂ, ਸੰਸਥਾਵਾਂ, ਵਿਚਾਰਵਾਨਾਂ, ਸਖਸ਼ੀਅਤਾਂ ਆਦਿ ਨਾਲ ਵਿਚਾਰ ਗੋਸ਼ਟੀਆਂ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ ਓਥੇ ਹੁਣ ਇਹਨਾ ਗੋਸ਼ਟੀਆਂ ਰਾਹੀਂ ਬਣੀ ਸਮਝ ਤੇ ਰਾਏ ਅਨੁਸਾਰ ਆਉਂਦੀ 28 ਜੂਨ ਨੂੰ ਮੀਰੀ ਪੀਰੀ ਦਿਵਸ ਮੌਕੇ ਸ੍ਰੀ ਅਨੰਦਪੁਰ ਸਾਹਿਬ ਵਿਖੇ ਵਿਸ਼ਵ ਸਿੱਖ ਇਕੱਤਰਤਾ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਇਹ ਇਕੱਤਰਤਾ ਇੱਕ ਨੁਮਾਇੰਦਾ ਇਕੱਠ ਹੋਵੇਗਾ ਜਿਸ ਵਿਚ ਸੰਸਾਰ ਭਰ ਵਿਚ ਖਾਲਸਾ ਪੰਥ ਅਤੇ ਗੁਰ-ਸੰਗਤਿ ਦੀ ਸੇਵਾ ਵਿਚ ਵਿਚਰ ਰਹੇ ਕਾਰਜਸ਼ੀਲ ਜਥਿਆਂ ਦੇ ਨੁਮਾਇੰਦੇ ਹਿੱਸਾ ਲੈਣਗੇ।

ਭਾਈ ਹਰਦੀਪ ਸਿੰਘ ਮਹਿਰਾਜ ਨੇ ਕਿਹਾ ਕਿ ਵਿਸ਼ਵ ਸਿੱਖ ਇਕੱਤਰਤਾ ਲਈ ਸੱਦੇ ਅਤੇ ਤਾਲਮੇਲ ਕਰਨ ਦਾ ਕਾਰਜ ਆਖਰੀ ਪੜਾਅ ਉੱਤੇ ਹੈ। ਉਹਨਾ ਕਿਹਾ ਕਿ ਵਿਸ਼ਵ ਸਿੱਖ ਇਕੱਤਰਤਾ ਦਾ ਮਨੋਰਥ ਸ੍ਰੀ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਦੀ ਸੇਵਾ ਸੰਭਾਲ ਪੰਥਕ ਲੀਹਾਂ ਅਨੁਸਾਰੀ ਕਰਨ ਵਾਸਤੇ ਗੁਰਮਤਿ ਆਸ਼ੇ ਤੇ ਪੰਥਕ ਪਰੰਪਰਾ ਅਨੁਸਾਰ ਸਾਂਝਾ ਫੈਸਲਾ ਲੈਣਾ ਸੁਹਿਰਦ ਯਤਨ ਕਰਨਾ ਹੈ। ਉਹਨਾ ਕਿਹਾ ਕਿ ਇੱਕਤਰਤਾ ਦੇ ਸੱਦੇ ਨੂੰ ਸੁਹਿਰਦ ਹਿੱਸਿਆਂ ਵੱਲੋਂ ਚੰਗਾ ਹੁੰਗਾਰਾ ਮਿਲ ਰਿਹਾ ਹੈ।

ਪੰਥ ਸੇਵਕ ਸਖਸ਼ੀਅਤਾਂ ਨੇ ਆਸ ਪ੍ਰਗਟਾਈ ਕਿ ਗੁਰੂ ਸਾਹਿਬ ਦੀ ਕਿਰਪਾ ਨਾਲ ਇਹ ਨੁਮਾਇੰਦਾ ਇਕੱਤਰਤਾ ਗੁਰਮਤਿ ਆਸ਼ੇ ਤੇ ਪੰਥਕ ਪਰੰਪਰਾ ਅਨੁਸਾਰ ਮਿੱਥੇ ਮਨੋਰਥ ਸਰ ਕਰਨ ਵਿਚ ਕਾਮਯਾਬ ਹੋਵੇਗੀ।

ਸ੍ਰੀ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਮੀਰੀ ਪੀਰੀ ਦੇ ਮਾਲਕ ਛੇਵੇਂ ਪਾਤਿਸ਼ਾਹ ਸਾਹਿਬ ਸ੍ਰੀ ਗੁਰੂ ਹਰਿਗੋਬਿੰਦ ਜੀ ਵੱਲੋਂ ਪਰਗਟ ਕੀਤੀ ਖਾਲਸਾ ਪੰਥ ਦੀ ਯੁੱਗੋ-ਯੁੱਗ ਅਟਲ ਸੰਸਥਾ ਹੈ। ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਖਾਲਸਾ ਪੰਥ ਨੂੰ ਅਕਾਲ ਪੁਰਖ ਵੱਲੋਂ ਬਖਸ਼ੇ ਅਕਾਲੀ ਪਾਤਿਸ਼ਾਹੀ ਦਾਅਵੇ ਦਾ ਜਾਮਨ ਹੈ।

ਖਾਲਸਾ ਜੀ ਵੱਲੋਂ ਧਾਰਨ ਕੀਤੇ ਅਕਾਲੀ ਗੁਣਾ ਦਾ ਪ੍ਰਗਟਾਓ ‘ਅਕਾਲੀ’ ਹਨ ਜੋ ਕਿ ਇਤਿਹਾਸ ਵਿਚ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਦੀ ਸੇਵਾ ਸੰਭਾਲ ਦੀ ਜਿੰਮੇਵਾਰੀ ਓਟਦੇ ਰਹੇ ਹਨ।

ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਦੀ ਸੇਵਾ ਸੰਭਾਲ ਕਰਨ ਵਾਲੇ ਇਹ ਅਕਾਲੀ ਗੁਰੂ ਸਾਹਿਬ ਵੱਲੋਂ ਖਾਲਸਾ ਜੀ ਨੂੰ ਸੁਤੰਤਰ ਵਿਚਰਣ ਦੇ ਕੀਤੇ ਗਏ ਹੁਕਮ ਨੂੰ ਨਿਭਾਉਂਦਿਆਂ ਕਿਸੇ ਵੀ ਦੁਨਿਆਵੀ ਤਖਤ, ਹਕੂਮਤਾਂ ਜਾਂ ਕਾਨੂੰਨਾਂ ਤੋਂ ਉੱਪਰ ਵਿਚਰਦੇ ਰਹੇ ਹਨ। ਇੰਝ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਦੀ ਸੇਵਾ ਸੰਭਾਲ ਦਾ ਇਕ ਪੰਥਕ ਨਿਜ਼ਾਮ ਹੋਂਦ ਵਿਚ ਆਇਆ ਜਿਸ ਤਹਿਤ ਅਕਾਲੀ ਸਿੰਘਾਂ ਦਾ ਜਥਾ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਦੀ ਸੇਵਾ ਸੰਭਾਲ ਕਰਦਾ ਰਿਹਾ ਅਤੇ ਇਸ ਜਥੇ ਦੇ ਜਥੇਦਾਰ ਨੂੰ ਹੀ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਦਾ ਜਥੇਦਾਰ ਕਿਹਾ ਜਾਂਦਾ ਰਿਹਾ ਹੈ।

ਅਕਾਲੀ ਬਾਬਾ ਫੂਲਾ ਸਿੰਘ ਜੀ ਬੁੱਢਾ ਦਲ ਦੇ ਜਥੇਦਾਰ ਸਨ ਤੇ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਦੀ ਸੇਵਾ ਸੰਭਾਲ ਬੁੱਢਾ ਦਲ ਕੋਲ ਸੀ ਅਤੇ ਇੰਝ ਅਕਾਲੀ ਬਾਬਾ ਫੂਲਾ ਸਿੰਘ ਜੀ ਅਕਾਲ ਤਖਤ ਸਾਹਿਬ ਦੇ ਜਥੇਦਾਰ ਦੀ ਸੇਵਾ ਨਿਭਾਉਂਦੇ ਸਨ।

Bhai Parmjit Singh Panjwar’s shahadat is an inspiration for the Sikh sangarsh: @PanthSewak_ Collective

News that Bhai Parmjit Singh Panjwar, chief of the Khalistan Commando Force, has been killed by armed assailants while underground is a huge shock for the ongoing Sikh sangarsh. At the same time however, this news is a testament to the fact that Bhai Paramjit Singh fulfilled his responsibility to fight for the liberation of Khalistan with his blood and sweat until his final breath.

Bhai Parmjit Singh and his family’s contribution to the armed struggle is exemplary. Alongside the shahadat of multiple family members, Bhai Paramjit Singh’s own shaheedi today takes their sacrifice to a new pinnacle. They will forever be an inspiration for coming generations and especially those naujawan that choose this path of sangarsh.

Bhai Paramjit Singh Panjwar lived on this path of armed struggle as a warrior. Sikh sangat around the world will be doing ardaas that Bhai Parmjit Singh be accepted into Satguru’s sanctuary and to bless the Khalsa Panth with renewed strength to continue down this path with reinvigorated commitment.

Bhai Parmjit Singh’s shahadat takes place at the same time that the Indian state has been actively trying to manipulate and suppress Sikh issues in accordance with their own interests. In this context, we must recognize the gravity and severity of this attack on one of our revered generals. Our enemy should remember that the Truth will not be suppressed by attacks like this and the Khalsa Panth will remain steadfast to continue this sangarsh with the support of the Guru.

Instability is spreading throughout the world, South Asia, and the Indian subcontinent, and this tension is inevitably impacting Sikhs as well. At this stage, the Indian state is directly targeting key Sikh concepts, institutions, and Sikh leadership to neutralize our resistance. In this situation, it is even more imperative that the sangat and Khalsa panth take concrete steps to facilitate mutual trust and consensus, while strengthening our internal organizational structures.

ਭਾਈ ਪਰਮਜੀਤ ਸਿੰਘ ਪੰਜਵੜ ਦੀ ਸ਼ਹਾਦਤ ਉਸ ਵੇਲੇ ਹੋਈ ਹੈ ਜਦੋਂ ਦਿੱਲੀ ਦਰਬਾਰ (ਇੰਡਿਅਨ ਸਟੇਟ) ਸਿੱਖ ਮਸਲੇ ਨੂੰ ਆਪਣੇ ਅਨੁਸਾਰ ਨਜਿੱਠਣ ਦੀ ਕਵਾਇਦ ਸ਼ੁਰੂ ਕਰ ਚੁੱਕਾ ਹੈ। ਅਜਿਹੇ ਹਾਲਾਤ ਵਿਚ ਇਸ ਘਟਨਾ ਨੂੰ ਦੁਸ਼ਮਣ ਦੇ ਵੱਡੇ ਤੇ ਗੰਭੀਰ ਹਮਲੇ ਵੱਜੋਂ ਹੀ ਵੇਖਿਆ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ। ਦੁਸ਼ਮਣ ਨੂੰ ਯਾਦ ਰੱਖਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਅਜਿਹੇ ਹਮਲਿਆਂ ਨਾਲ ਸੱਚਾਈ ਨਹੀਂ ਬਦਲੀ ਜਾ ਸਕਦੀ ਅਤੇ ਖਾਲਸਾ ਪੰਥ ਦਾ ਸੰਘਰਸ਼ ਗੁਰੂ ਓਟ ਸਦਕਾ ਜਾਰੀ ਰਹਿਣਾ ਹੈ।

ਅੱਜ ਦੇ ਸਮੇਂ ਸੰਸਾਰ, ਦੱਖਣੀ ਏਸ਼ੀਆ ਤੇ ਇੰਡੀਅਨ ਉਪਮਹਾਂਦੀਪ ਹਾਲਾਤ ਅਸਥਿਰਤਾ ਵਾਲੇ ਬਣੇ ਹੋਏ ਹਨ। ਇਥੇ ਹੋ ਰਹੀ ਉਥਲ-ਪੁਥਲ ਦਾ ਅਸਰ ਸਿੱਖਾਂ ਉੱਤੇ ਵੀ ਪੈ ਰਿਹਾ ਹੈ। ਦਿੱਲੀ ਦਰਬਾਰ ਸਿੱਖਾਂ ਦੇ ਪਵਿੱਤਰ ਸੰਕਲਪਾਂ, ਸੰਸਥਾਵਾਂ ਤੇ ਸਿੱਖ ਅਗਵਾਈ (ਲੀਡਰਸ਼ਿੱਪ) ਨੂੰ ਨਿਸ਼ਾਨੇ ਉੱਤੇ ਲੈ ਰਿਹਾ ਹੈ। ਅਜਿਹੇ ਵਿਚ ਗੁਰ-ਸੰਗਤ ਅਤੇ ਖਾਲਸਾ ਪੰਥ ਨੂੰ ਅੰਦਰੂਨੀ ਕਤਾਰਬੰਦੀ ਕਾਇਦਾਬੱਧ ਕਰਨ ਤੇ ਆਪਸ ਵਿਚ ਇਤਫਾਕ ਕਾਇਮ ਕਰਨ ਦੀ ਸਖਤ ਜਰੂਰਤ ਹੈ।
