@PeterContiBrown Value your research & look forward what you do on SVB sup failures. Given Fed Board control of sup, restrictions on member bank directors and their minority status (3/9), & (not in vogue, I know!) my view of public service culture at Fed will be shocked if this theory bears fruit
@PeterContiBrown I'd be interested in Mike Gibson's reaction if you told him that bank directors were hiring supervisors. But the fact that debates like this are even occuring is reason enough to throw them all overboard.
@PeterContiBrown The board director issue is a red herring bc they don't engage in supervision matters. Do agree the perceived conflict probably overweighs actual benefits of bankers' participation on these boards.
@PeterContiBrown Because in both law and practice they aren't "branch offices." Apart from supervision, which is a delegated Board function, the regional banks are run w/ meaningful independence and reflect local priorities.
@SullyCNBC@brianstelter No, the SF Fed Board isn't "partially responsible for monitoring bad bank behavior." In fact, per bank bylaws, board members don't touch that.
Critical to review role of sup in SVB's failure, including that done at the SF Fed & Board. Best place to start are w/ facts.
@rubycramer Thank you for the thoughtful piece. Cain didn't run the Kansas City Fed though. He was Chair of the bank's board.
Critical distinction as bank president runs the bank and has the rotating vote on monetary policy matters. Chair provides oversight, among other responsibilities.
@amandalfischer This is a key insight that @jbarro's otherwise very good article neglects. Yellen tried and tried hard. But given how she was treated, who can blame her for shifting her priorities elsewhere?
@StefSimanowitz@AOC That's incorrect. Investigations by SIGTARP, the bank bailout law enforcement agency, have led to 73 bankers being sentenced to prison--including CEOs and other senior executives. See https://t.co/EdAb4NEQb9.
No senior executives at the biggest banks, however, have gone to jail.
