इस साल मार्च में, कोलकाता के बालीगंज विधानसभा क्षेत्र की मतदाता सूची से मेरा नाम हटा दिया गया। वजह शायद यह बताई गई कि Special Intensive Revision प्रक्रिया 2002 की मतदाता सूची में न तो मेरा नाम खोज सकी और न ही मेरे दिवंगत पिता का नाम। मेरे पिता, जो गांधीवादी थे, सेवानिवृत्त प्रोफेसर थे और केरल में गांधी स्मारक निधि के पूर्व राज्य सचिव थे, 2016 में उनका निधन हो गया। मैं आज भी यह समझ नहीं पा रहा हूं कि उनके जैसा सजग मतदाता मतदाता सूची से कैसे गायब हो सकता था। पश्चिम बंगाल के करीब 27 लाख अन्य निवासियों की तरह मुझे भी तथाकथित “लॉजिकल डिस्क्रेपेंसीज़” यानी “तार्किक विसंगतियों” के आधार पर सूची से बाहर कर दिया गया। मैंने अपना मैट्रिकुलेशन सर्टिफिकेट जमा किया, फिर भी कोई कारण नहीं बताया गया। मेरी अपील अब सुप्रीम कोर्ट के निर्देशों के बाद गठित ट्रिब्यूनलों में से एक के सामने लंबित है। नतीजा यह हुआ कि मैं हालिया चुनाव में वोट नहीं दे सका। इससे भी अधिक तकलीफदेह मेरे पासपोर्ट नवीनीकरण आवेदन का हाल रहा है। मैंने 19 मार्च 2026 को बायोमेट्रिक औपचारिकताएं पूरी कर ली थीं, लेकिन पुलिस वेरिफिकेशन क्लियर नहीं हुआ, क्योंकि अब मेरा नाम मतदाता सूची में नहीं है। कई वैकल्पिक दस्तावेज जमा करने के बावजूद मुझे बताया गया कि वे पर्याप्त नहीं हैं। दरअसल, आज यानी 27 जून 2026 को पासपोर्ट नवीनीकरण के लिए मेरे बायोमेट्रिक्स लिए जाने का 100वां दिन है। पिछले हफ्ते पासपोर्ट जारी करने वाले प्राधिकरण ने मुझे औपचारिक रूप से सूचित किया कि कोलकाता पुलिस ने प्रतिकूल रिपोर्ट भेजी है, जिसमें मतदाता सूची से मेरा नाम हटाए जाने का हवाला दिया गया है। मुझसे कहा गया है कि मैं “तुरंत” कलकत्ता के क्षेत्रीय पासपोर्ट कार्यालय में उपस्थित होऊं, लेकिन जब मैंने अपॉइंटमेंट मांगा—जिसके बिना वहां प्रवेश पाना कठिन है—तो मुझे 17 जुलाई 2026 की तारीख दी गई। इसी बीच, हमारी बेटी, जो कैलिफोर्निया में पत्रकार है, की 17 अप्रैल को सैन फ्रांसिस्को में शादी हुई। यह कहने की जरूरत नहीं कि सक्रिय पासपोर्ट न होने की स्थिति में, दस साल का वैध अमेरिकी वीजा होने के बावजूद, मेरे लिए शादी में शामिल होना असंभव था। व्यावहारिक रूप से कहूं तो मैं खुद को नागरिक अनिश्चितता की स्थिति में पाता हूं, जबकि हाल ही में सरकार ने फिर कहा था कि पासपोर्ट नागरिकता का प्रमाण नहीं है। अब मेरा काफी समय पारिवारिक रिकॉर्ड दोबारा खंगालने और कई दशक पुराने दस्तावेज जुटाने की कोशिशों में गुजर रहा है। मेरे दिन की शुरुआत अपने मतदान अधिकार से जुड़ी अपील की स्थिति जांचने से होती है, और फिर पासपोर्ट ट्रैकर देखने से। फिर मैं उस कॉलेज को लिखता हूं जहां मेरी मां ने 1965 में पढ़ाया था, और उस स्कूल को लिखता हूं जहां से वह 1959 में पास हुई थीं—यह पूछते हुए कि क्या कोई ऐसा दस्तावेज मिल सकता है जो साबित करे कि उनका अस्तित्व था। स्कूल ने बहुत मदद की है, लेकिन कॉलेज ने नहीं। इसी तरह, मैं केरल में मद्यनिषेध अभियान से जुड़े कार्यकर्ताओं से बात करता हूं। एक समूह में संयोग से एक कार्यकर्ता का नाम मिलने के बाद मैंने जो सूची तैयार की, उसके आधार पर मैं लोगों से पूछता हूं कि क्या उनके पास कोई न्यूज क्लिपिंग या तस्वीर है, जिससे यह साबित हो कि मेरे पिता अवैध शराब की दुकानों और सांप्रदायिकता के खिलाफ अभियान चला रहे थे। कुछ करीबी दोस्तों और सार्वजनिक हस्तियों ने इन सभी प्रयासों में मेरी मदद की है। हालांकि, मुझे नहीं पता कि किसी मीडिया संस्थान या पत्रकार संगठन या गिल्ड—जिसका मैं सदस्य नहीं हूं—ने मेरी स्थिति में कोई दिलचस्पी दिखाई है या नहीं। एक वरिष्ठ पत्रकार ने मुझे याद दिलाया कि यह स्थिति किसी भी तरह अनोखी नहीं है, क्योंकि “रिजेक्शन” यानी अस्वीकृति सदियों से करोड़ों भारतीयों के सामने रोजमर्रा की निश्चितता रही है। मैं इस बात को स्वीकार करता हूं। मेरा इरादा कभी भी खुद को पीड़ित के रूप में पेश करने का नहीं रहा। इसके बजाय, मैं एक बड़े सवाल को रेखांकित करना चाहता था: अगर कोई व्यक्ति, जिसने अपना पेशेवर जीवन पत्रकारिता में बिताया हो और एक अपेक्षाकृत प्रसिद्ध अखबार का संपादन किया हो, ऐसी मुश्किलों का सामना कर सकता है, तो कल्पना की जा सकती है कि सचमुच हाशिये पर खड़े लोगों को क्या-क्या झेलना पड़ता होगा। क्या मैंने किसी अखबार से संपर्क किया? नहीं, क्योंकि मैं नहीं चाहता कि यह मामला मेरे बारे में मुद्दा बन जाए। क्या संपादकों और पत्रकारों को मेरे मामले के बारे में पता है? बेशक, कई लोगों को पता है। अगर उन्हें नहीं पता, तो क्या आपको नहीं लगता कि उन्हें इस पेशे में नहीं होना चाहिए? फिर भी, इस मुद्दे पर अखबारों की पूरी चुप्पी ने मेरे संदेह की पुष्टि कर दी है—और अब निजी अनुभव से उसे और मजबूत कर दिया है—कि तथाकथित मुख्यधारा की पत्रकारिता का मेरी जिंदगी से बहुत कम लेना-देना रह गया है। अब मैं कोई अखबार “पढ़ता” नहीं हूं। कुछ पर नजर डाल लेता हूं, लेकिन शायद ही कुछ ऐसा मिलता है जो मेरी दिलचस्पी जगा सके।

The Telegraph editor’s passport not being renewed in Kolkata

In March this year, my name was deleted from the Ballygunge constituency electoral roll in Kolkata, apparently because the Special Intensive Revision process could not trace either my name or that of my late father in the 2002 voters' list. My father, a Gandhian, retired professor and former State Secretary of the Gandhi Smarak Nidhi in Kerala, passed away in 2016. I remain unable to understand how a conscientious voter like him could have been absent from the rolls.

Like nearly 27 lakh other residents of West Bengal, I was excluded on account of what were described as “logical discrepancies”. No reason was furnished even after I submitted my matriculation certificate, and my appeal is now pending before one of the tribunals constituted pursuant to the Supreme Court's directions. As a consequence, I was unable to vote in the recent election.

More distressing has been the fate of my passport renewal application. Although I completed the biometric formalities on March 19, 2026, police verification has not been cleared because my name no longer appears on the electoral roll. Despite submitting several alternative documents, I have been informed that they are insufficient. In fact, today (June 27, 2026) is the 100th day since my biometrics for passport renewal were taken. I was formally informed last week by the passport-issuing authority that Kolkata Police sent an adverse report, citing the deletion of my name from the voters' list. I have been asked to appear before the Regional Passport Office in Calcutta "immediately" but when I sought an appointment, without which it is difficult to gain entry, the date granted is July 17, 2026.

In between, our daughter, a journalist in California, got married in San Francisco on April 17. Needless to say, it would have been impossible for me to attend the wedding in the absence of an active passport, notwithstanding my possession of a valid ten-year US visa.

For all practical purposes, I find myself in a state of civic uncertainty although recently the government iterated that a passport is no proof of citizenship. Much of my time is now consumed by efforts to reconstruct family records and secure documents dating back several decades….

My days begin with checking my voting right appeal status and then the passport tracker. Then I write to the college where my mother taught in 1965 and to her school from where she passed out in 1959, asking for any document that proves she existed. The school has been very helpful but not the college. Similarly, I speak to prohibition campaign activists in Kerala, running down a list I collected after coming across an activist's name in a group by chance, asking for any news clipping or photographs that show my father campaigning against illegal liquor vends and communalism.

Some close friends and public figures have helped me in all these efforts. However, I am unaware if any media outlet or journalists' association or guild (of which I am not a member) has shown any interest in my situation. A senior journalist reminded me that this situation is by no means unique as "rejection" has been the daily certainty confronting millions of Indians for centuries. I accept that point.

My intention has never been to project myself as a victim. Rather, I have wanted to underline a larger point: if someone who spent his professional life in journalism and edited a relatively known newspaper can encounter such difficulties, one can only imagine what the truly marginalised must endure. Did I approach any newspaper? No, because I do not want it to become an issue concerning me. Do editors and journalists know about my issue? Of course, several do. If they don't, they should not be in the profession, don't you think?

Yet, the complete silence of newspapers on this issue has confirmed my suspicion, now reinforced with personal experience, that so-called mainstream journalism has little to do with my life. I do not "read" any newspaper now. I glance at some but hardly find anything that piques my interest.
