@ikigatanyakazi le propos est vrai dans l'ensemble. Cela dit, je vais soulever deux points. Le premier, à l'exception d'une vingtaine de pays au monde ayant atteint la prospérité de masse, il n'y a que les privilégiés qui avaient/ont des voitures ou accès à l'électricité. Le deuxième est plus politique. Il faut aussi rendre à César ce qui lui revient. Le régime (parti et Etat) s'ouvrait depuis 1988, régionalement, confessionnellement, ethniquement et sur le genre. Il a initié un processus de réforme politique en trois temps: débat sur l'unité nationale ayant abouti à la charte de l'unité nationale, une commission constitutionnelle aboutissant à une nouvelle constitution et enfin un processus de démocratisation ayant culminé avec les élections de juin 93. Il a fait tout cela sans aucune pression militaire, économique ou politique. Un côté du spectre sociopolitique considérait la réforme timide voire timoré et hypocrite. Un autre côté voyait en elle une aventure dangereuse, une façon de jouer avec le feu. Le fait est que réformer une situation comme celle qui prévalait à l'époque, est partout au monde une équilibre délicat. La preuve est que personne d'autre ne l'a fait (en Afrique pour ne me limiter qu'à elle) sans en être contraint par l'histoire. L'on peut comparer, du reste, la manière avec laquelle un processus similaire a été mené dans notre région (espace CEPGL)
