2) they need hard proof for that, like actual transaction happening, without it they (probably) won't take action

@vunwexky @Reartity @awakenedarbitor Sorry but Lucilius design predates Phainon, since he was originally from RoB Fallen Lucifer (2013). Even Phainon moveset is almost an exact copy to Lucilius GBF boss raid attack animation (2019) and Lucifer's ult Paradise Lost
