انطلقت يوم الخميس 2 يوليو الورشة الأولى من سلسلة التقرير الدوري لحالة جودة التعليم في الدول العربية لعام 2025، حيث ناقشت الأساس البحثي للتقرير ومحوري السكان والتنمية البشرية، وقدّمها د. خالد المدني بخبرة علمية ثرية. تمثل الورشة خطوة محورية لفهم واقع التعليم العربي، وتحويل البيانات إلى سياسات تعليمية قابلة للتطبيق، وتأسيسًا علميًا للورش القادمة.

As part of the launch and implementation of the Arab Model for Quality and Excellence in Education in the State of Palestine, these are key highlights from the implementation of the comprehensive introductory programme on the Model. The programme was implemented by the UNESCO Regional Center for Quality and Excellence in Education, in cooperation with the Ministry of Education and Higher Education in Palestine, within the framework of a qualitative Arab partnership aimed at enhancing the quality of education and empowering educational leaders with tools for development and continuous improvement.
The four-day programme targeted educational leaders, national coordinators, and teams involved in implementing the Model. It included introductory and training sessions focusing on the foundations of the Arab Model, its standards, and mechanisms for activating it within the Palestinian national context.
The programme witnessed remarkable engagement and high-quality contributions, reflecting strong awareness of the importance of building an institutional culture based on quality and excellence. It also highlighted the role of educational leaders in driving change and improving educational performance through a unified Arab methodology that takes into account national contexts and supports the achievement of the Sustainable Development Goals 2030.
The programme also focused on developing the executive framework for implementing the Model and identifying mechanisms for dissemination, activation, and follow-up. This contributes to strengthening institutional excellence, improving educational practices, and enhancing the quality of outcomes within the education system in the State of Palestine.
This programme comes as part of the efforts of the UNESCO Regional Center for Quality and Excellence in Education, under the auspices of UNESCO and in partnership with Arab educational entities, to activate the Arab Model for Quality and Excellence in Education and enable Member States to benefit from its tools, standards, and implementation mechanisms.

ضمن فعاليات إطلاق وتطبيق النموذج العربي للجودة والتميز في التعليم في دولة فلسطين، من ملامح تنفيذ البرنامج الشامل للتعريف بالنموذج، الذي نفذه مركز اليونسكو الإقليمي للجودة والتميز في التعليم بالتعاون مع وزارة التربية والتعليم العالي في فلسطين، في إطار شراكة عربية نوعية تستهدف تعزيز جودة التعليم وتمكين القيادات التعليمية من أدوات التطوير والتحسين المستمر.
وقد نُفذ البرنامج على مدى أربعة أيام، مستهدفًا القيادات التعليمية والمنسقين الوطنيين والفرق المعنية بتطبيق النموذج، من خلال جلسات تعريفية وتدريبية ركزت على مرتكزات النموذج العربي، ومعاييره، وآليات تفعيله في السياق الوطني الفلسطيني.
وشهد البرنامج تفاعلًا مميزًا ومشاركات نوعية عكست الوعي بأهمية بناء ثقافة مؤسسية قائمة على الجودة والتميز، وتعزيز قدرة القيادات التربوية على قيادة التغيير، وتطوير الأداء التعليمي وفق منهجية عربية موحدة تراعي خصوصية السياقات الوطنية وتدعم تحقيق أهداف التنمية المستدامة 2030.
كما ركز البرنامج على بناء التصور التنفيذي لتطبيق النموذج، وتحديد آليات النشر والتفعيل والمتابعة، بما يسهم في ترسيخ التميز المؤسسي، ورفع كفاءة الممارسات التعليمية، وتعزيز جودة المخرجات في منظومة التعليم بدولة فلسطين.
ويأتي هذا البرنامج ضمن جهود المركز، وبالشراكة مع الجهات التعليمية العربية، لتفعيل النموذج العربي للجودة والتميز في التعليم وتمكين الدول الأعضاء من أدواته ومعاييره وآلياته التطبيقية.
