When it comes to helping bad guys like Wesker cause untold levels of destruction and deaths, she's worse than Mia Winters.

Just throwing some sexual tension and a rocket launcher to Leon now and again doesn't fix her mistakes because she kept making them over and over with no sign of changing. Flip flopping and helping out the heroes a little now and again because she likes Leon but ultimately still doing more harm than good doesn't count. Every time the heroes have the chance to actually destroy a biological weapon once and for all, she shows up and steals the last sample so the bad guys can keep using it.

The Catwoman bit can only carry you so far. If Catwoman kept giving joker and other villains biological weapons that then is used to kill millions, even Batman would throw her in jail and give up on her in disappointment.
