People keep comparing Chelsea's 74 breaches with Everton and Forest's 1 breach as if they're directly comparable. I don't think they are.

The number of breaches sounds shocking, but that's not what regulators primarily look at.

Chelsea's breaches all stem from the same pattern of historic under-the-table agent payments under the Roman Abramovich ownership over a decade ago.

The current ownership:

- Discovered the issues themselves.
- Had no obligation to report them.
- Voluntarily self-reported everything.
- Handed over hundreds of thousands of documents.
- Fully cooperated throughout the investigation.
- None of the individuals responsible are still at the club.

If regulators punished clubs that self-report exactly the same as clubs that hide wrongdoing until they're caught, you'd completely remove any incentive for clubs to come forward in the future.

Another key difference people ignore is that Chelsea weren't ultimately found to have breached PSR. The issue was undisclosed payments and reporting failures — not spending beyond the financial limits after the historical accounts were reassessed.

Everton and Forest's cases were fundamentally different. They knowingly exceeded PSR limits, meaning they entered the competition outside rules every club had agreed to. That's a much clearer sporting offence.

Does that mean Chelsea's punishment wasn't lenient? No. I think it absolutely was.

I completely understand why rival fans think a £10m fine and a suspended transfer ban is light given the success Chelsea enjoyed during that era.

But "lenient" doesn't automatically mean "corrupt."

The mitigating factors here are about as strong as you'll ever see: voluntary disclosure, exceptional cooperation, a complete change of ownership, none of those responsible remaining at the club, and no proven PSR breach.

You can argue Chelsea deserved a harsher punishment. That's a perfectly reasonable opinion.

But pretending this is the same case as Everton or Forest simply because one says "74 breaches" and the other says "1 breach" ignores the actual context behind each case.
