When 10,000 Seafarers Are Called Illegal, It's Not Reform—It's Betrayal
On July 18, Circular 31 of 2025 hit like a tidal wave—and it hit the Indian seafarer hardest.
This isn’t about fraud. This is about a broken system attacking those who found a way to survive it. For years, Indian sailors—especially ratings and junior officers—were forced to go abroad for CoCs because the Indian maritime system failed them.
Now, DG Shipping calls those seafarers “fraudulent” and “illegal.”
Who let the fake agents operate? Who approved shady institutes? Who looked away while ₹10 crore black markets flourished?
And now—who pays the price? The man at sea.
Thousands of Indian families will lose income. Thousands of sailors will lose dignity. And the industry will lose its most battle-hardened, sea-ready workforce.
If this is “safety reform,” where’s the rehabilitation? Where’s the support? Where’s the transition plan?
You do not cut off the ladder and blame the man for falling.
Seafarers are not scapegoats. They are the backbone of global trade. And we refuse to be treated as disposable.

Enough Meetings. It's Time for a Movement.
Today, we saw what the system thinks of Indian seafarers.

In a closed-door session on MLC, DG Shipping made it clear:
Circular 31 stays. No dialogue. No delay. No dissent allowed.

But we are not here to beg for scraps.
We are here to fight for our rights.

FSUI convened over 300 seafarers, RPSL companies, and allies today—and the message was unanimous:
We will not be silenced. We will not be scapegoated.

Let's gather now in Mumbai.
We will come together as one voice—seafarers, unions, agencies, families, workers.
To demand what the system refuses to hear:
🔹 Jobs cannot be destroyed without cause.
🔹 Laws cannot be imposed without debate.
🔹 And lives cannot be played with behind closed doors.

This is a call to every Indian seafarer:
If you’ve been wronged by this circular, if your future is at stake—stand up. Speak out. Show up.

This is your fight. This is our fight.
