It is my books' unique thesis that the form of government in DC (and the other federal areas) is different than that within the States. State republics are limited in power. Nonrepublics like Congress in DC are plenary (absolute, unlimited).

P.S. U.S. citizens residing in "states" don't have rights under the Bill of Rights as do State Citizens, so they don't have rights to privacy as State Citizens might. They are federal subjects who are subject to Congress. They have no real State rights.
