Then-Prime Minister Meles Zenawi, by his own later silence and inaction, did nothing meaningful to confront or counter it. On Afwerki’s own account, Eritrea became Egypt’s Trojan horse, a tool for sowing chaos inside Ethiopia while Egypt pursued its interests over the Nile.
The arrangement served both sides for years: Eritrea gained external backing and leverage, and Egypt gained a reliable partner on Ethiopia’s northern flank. The cost was paid inside Ethiopia—prolonged instability, proxy pressure, and a neighbor that treated Ethiopian fragility as strategic opportunity.
