If those “builders” want funds then they should build something worthwhile and their token “allocation” should be enough to fund their venture via their ownership of fees and if it’s not then what they built wasn’t used and thus worthless which makes it obvious why it shouldn’t be funded to begin with.

Well, it's also important to remind people that at the time of the whale debacle the price of ada was much higher than it is now (by about 3x), and selling a portion of funds at the time for USD would have been in hindsight actually quite smart.
I really liked whale, and I traded one or 2 DMs with him over the years, but he was wrong then about that issue.
I think it's self evident we should be fiscally conservative, but I also think we would be remiss if we don't fund one of the entities that has literally developed Cardano all these years.
All actions have consequences, and if we say no to some requests, that has implications and ramifications, that we might not fully understand, like having to let go of talent, perhaps permanently, to competition, or worse, falling behind on key emerging tech that we might not get anybody working on before it's too late?

The highest risk is that any given collateral goes to zero too quickly in conjunction with little liquidity in its market to liquidate at appropriate prices.
If it's just some borrower here and there being liquidated generally that's a non issue so long as the market can absorb that sell pressure.
The issue is, for example, if crypto flash crashes like 20% or more, and there is a cascading liquidation event, does the market have depth enough to absorb all of that or not? In the case of most CNTs that can be problematic
