There is discretion for the referees in the nature of the tackle- if the attacker has 'earned' a quick PTB, the threshold for an infringement decreases significantly and the reverse for defensive sides. The rule is not black and white

Given how inconsistent the application of 6-agains are within a single game - it is much more likely the stats point to refereee directives.
