1) The $400 million was a deposit from Iran to the Pentagon Foreign Military Sales account.
2) The US filed an $817 million counterclaim against Iran for violations of the FMS terms.
3) A law signed by Bill Clinton prohibited the money from being returned to Iran until damages were finalized for Iranian terrorist acts against US citizens.

Obama ignored 2) and 3) and paid Iran the $400 million plus $1.3 billion in interest.
