Remove the ability for people to force a new map by not accepting the game match, don't punish everyone else who enjoy those maps.

@Onepeg The community's hatred for PvP in Arc, and the subsequent decisions by the devs to curate the experience in their favor through essentially a karma based queuing system was a huge setback for the game. Made the game lack in truly diverse encounters, it lost its spark imo.
