Centralized cyber-intelligence monitoring has detected a critical new post on underground forums (DarkForums) in which the threat actor "Zumarius" announces the exfiltration and publication of multiple databases belonging to the Government of Paraguay's National Service for Plant and Seed Quality and Health (SENAVE).

Even more alarmingly, the actor issues a direct threat against Paraguayan national security in the same post, claiming that they will publish the database of the TSJE (Superior Court of Electoral Justice) in the coming days.

It must be strictly noted that the full extent of this exfiltration has not been officially confirmed; while there is visible evidence (such as the specific list of databases and a download link on biteblob), the actual level of compromise regarding SENAVE servers and the veracity of the alleged access to the TSJE remain unverified.

🛡️ TECHNICAL PREVENTIVE CONTAINMENT RECOMMENDATIONS (SOC / CSIRT)

HIGH-PRIORITY ALERT FOR MITIC AND TSJE: The Cyber ​​Incident Response Center (CERT-PY) and the Ministry of Information and Communication Technologies (MITIC) must urgently notify the TSJE security team. It is imperative that the Electoral Court freeze remote access, audit its databases for webshells or recent mass data extractions, and immediately rotate all administrative credentials. Containment at SENAVE: SENAVE must isolate its affected database servers (senave2024, senavego_bd), enforce a password reset for all personnel, and audit access logs to identify the intrusion vector used by Zumarius.

Malicious Infrastructure Takedown: Immediately initiate an abuse report with the file hosting provider biteblob. com to disable the download link for the file `senave. zip` and halt the distribution of the compromised material.
