I use the same config but with 8gb of ram for office and it's been smooth so far. 4gb should be the same unless you multitask heavily or have a ton of chrome tabs open alll the time.

@sakufists That said, specs you mentioned will still do just fine, might be slightly slower. Or you could just close chrome when opening Photoshop..

Buuuuut, if you have 20 tabs open in chrome and plan to run photoshop at the same time you might want to have 8GB of RAM, an i5, SSD and a discrete graphics card from Nvidia or AMD.
