Part of Iran’s frozen assets will be released immediately after the signing, with the remainder to be gradually unfrozen over the course of negotiations. Tehran has received clear guarantees based on mechanisms of its own choosing.
5. War reparations are on the agenda:
Compensation for the damage inflicted on Iran during the U.S. and Israeli aggression is among the issues referenced in the memorandum. The mechanism for obtaining reparations will be agreed upon during the 60-day negotiations following the signing.

🛢️ Maritime historian and shipping analyst Sal Mercogliano breaks down President Trump’s claim that a covert U.S. mission has moved more than 100 million barrels of oil through the Strait of Hormuz since May.
He suggests the operation likely relies on a small fleet of state-backed tankers, military protection, and ship-to-ship transfers. Rather than a broad reopening of the waterway, the same limited number of protected vessels may be making repeated runs through Hormuz, offloading their cargo to other ships and then returning for another transit.
According to Mercogliano, the tankers are likely government-owned, with Kuwait and the UAE the most probable operators, backed by commercial war-risk insurance.
He says some U.S.-flagged tankers may be carrying small U.S. Navy and Marine Corps security detachments, providing encrypted communications with American forces and close-range protection against drones and fast attack boats. Because only a limited number of these teams are available, they may rotate between ships making the Hormuz run.
Mercogliano also notes that this workaround appears tailored to oil tankers and would be far harder to replicate for LNG carriers, LPG tankers, bulk cargo ships, and container vessels, which would still require direct escort through the waterway.
