No Western power has recognized Morocco’s sovereignty over Western Sahara

What Moroccan authorities present as recognitions of sovereignty are, in reality, diplomatic statements expressing political support for the UN-led process where Morocco’s autonomy plan is considered a basis for negotiation, not an imposed solution.

All the countries regularly cited to support this alleged recognition the United Kingdom, Spain, France, Germany, the Netherlands, Belgium, Italy, and others use carefully calibrated language. They describe the Moroccan plan as “serious,” “credible,” or “pragmatic,” but none recognize explicitly or implicitly Moroccan sovereignty over Western Sahara.

Take the most recent example: the United Kingdom, in June 2025. Foreign Secretary David Lammy called the Moroccan plan “the most credible, viable and pragmatic basis” for a political outcome. This statement is seen as a rhetorical shift but it is immediately followed by a reaffirmation of the UK’s support for “the UN-led process toward a just, lasting, and mutually acceptable solution.”
Furthermore, the economic agreements signed on that occasion concern only Morocco’s internationally recognized territory and are specifically tied to preparations for the 2030 World Cup. No investments are planned in occupied Western Sahara, which confirms the legal and economic caution of Western partners.

The same logic applies to Spain, which in 2022 called the Moroccan plan “the most serious, realistic and credible basis.” This formulation was not accompanied by any formal recognition, and Madrid continues to affirm that the Western Sahara question must be resolved under UN auspices.

International law leaves no ambiguity: Western Sahara remains a non-self-governing territory on the UN list, pending decolonization. UN Security Council resolutions and judgments by the Court of Justice of the European Union reaffirm the absence of Moroccan sovereignty over the territory, and require the consent of the Sahrawi people as a condition of legal validity for any activity.

In short: What Rabat presents as sovereignty recognition is merely diplomatic support for a negotiated process. No Western state has crossed the red line of formal recognition not in words, not on official maps, and not in legal or economic acts.
