(3k =kiken , kitsui, kitanai, I.e. dangerous, manual or dirty work that pays a low hourly wage). That’s why the average seems low to most people. There is a whole other group out there.

NEMA fcked up with Rhapta road zoning rules, and although the buildings were wrongly marked as being in zone 3C (up to 20 floors above ground), they were in fact in zone 4B (up to 16 floors), hence deemed illegal.
