Meaning that no they dont pay 37% of income: they only pay 37% on income above 640k a year. Not on the whole income. It is impossible for them to pay 37% of income

Yes the wine was more expensive than in Spain, and beer slightly. But spirits (like the ok/ good quality brands) cost like 30-40% less than in Spain which is nuts to me.
