IMD MFCS should've been granted with a 5-stage approval viz. (i) IMD (ii) MoES (iii) Panel of eminent scientists in DST (iv) DoPT (v) Finance Ministry.

In 2010, the then Govt. granted MFCS to IMD Gr-A.

How & why? May please be examined!
