How can Europe make critical raw material production financially viable outside China?
A key question at the launch of @joristeer 🆕 Chaillot Paper.
A recurring theme was that Europe has long been aware of the risks but has moved too slowly. Time to turn awareness into action.
We are looking for ‘the best and the brightest’ to join us as trainees!
Great opportunity to work on EU security and see how a think tank turns analyses into actionable proposals.
Deadline is today. Details ↘️

Director @sbeverts joined the EU Military Committee 25th anniversary panel. Amid Russia's aggression & growing uncertainty over US security guarantees, is the future of #EUDefence integration or continued EU-NATO complementarity? w/ @KubiliusA, @ChairmanEUMC & @benedettabertiw.
(1/19) Europe finally seems ready to act against China’s predatory economic policies (Industrial Accelerator Act, etc)…
Great! But beware: Beijing can escalate much further in derailing European defence and other industries…
Its critical raw material weapon remains intact…
The idea that Hormuz can be reopened by force is an illusion, negotiations are unavoidable, argues @sbeverts. The EU has a track record negotiating with Iran & can lead a diplomatic coalition. Time to move from principles to action. https://t.co/pWjZkT9m9G
Not our war… but our problem.
Director @sbeverts on the impact of the Middle East conflict on Europe & what it can do next on maritime security and energy.
@ConStelz I think the spirit is exactly right. But the ask should be on arms support for Ukraine and pressure on Russia.
On our side, we do issue linkage for common security objectives - freedom of navigation, resisting imperial aggression - not personal deals for narrow goals.
This is the right spirit.
But we should ask for the return of US arms donations to Ukraine and serious pressure on Russia.
The idea being that we play hardball for common security goals - freedom of navigation/resisting aggression - not our own economic interests.
If the US is asking European and Asian allies to send their navies to the Strait of Hormuz, they should consider demanding an immediate cessation of all US tariffs on them in return. I don't think Trump would hesitate to make that demand, if the situations were reversed.
It’s not Europe’s war but the chaos in the Middle East is directly affecting our interests.
Good to discuss with @euronews what Europe’s options are to go from bystander to actor:

"In the five stages of grief, Europe is still too stuck in denial". Agree with @sbeverts observation. To remain relevant, #EU must skip the denial, anger, bargaining, and depression phases, accept the new realities and act with even greater confidence. https://t.co/U6dHGSCwdq
Proud to take part in the EU Ambassadors Conference this week and contribute to key policy debates. Great exchanges with @sbeverts on navigating EU–China relations, and with @joristeer on strengthening economic security in times of conflict.
China: the EU should speak less & do more
Great discussion at the launch of our new report offering a fresh perspective on 🇪🇺🇨🇳relations: Beijing is more fragile than we think. Europe has leverage - if it chooses to use it. With Tomas Baert, Trade Adviser to @vonderleyen.
@ruehlig@Aligarciaherrer A new report from the European Union Institute for Security Studies (EUISS), the EU’s official think tank, said “China’s weakness creates opportunities” for the bloc to use its chokepoints and leverage to bring Beijing to the negotiating table in a credible way.
New -
Europe warned: weaponise EU market against China or face manufacturing collapse
My report on new research from @ruehlig & @Aligarciaherrer that says:
1. China's economy is not as strong as Europe fears
2. Europe has leverage, use it or lose it
https://t.co/RRYdhB3AmD
Many people say China is all powerful and there is little Europe can do to shape its choices.
New @EU_ISS report argues that is analytically wrong and politically defeatist. We should use reverse dependencies and leverage based diplomacy to protect European interests. How? ⤵️
#China is often seen as an unstoppable economic power. But Beijing is also increasingly fragile.

Europe’s strategic autonomy is often proclaimed but still far from reality. The path is clear, write @sbeverts & Matteo Signorini:
• think & act in terms of power
• make rearmament a success
• design decision-making rules that work under disagreement 🔗https://t.co/wq50m2HSSU
"The political map of the Middle East is being redrawn. Europe must bridge the gap between reciting principles and exerting influence. You don’t win a match from the sidelines", writes Director @sbeverts. https://t.co/IrAO2RUjGl
