Jesus himself was perfect because he submitted perfectly to the laws of God while submitting fully to the will of men, even to death. His life, as well as the scripture you pointed out, seem to suggest that living the laws of the land (submitting to the powers that be) and living the laws of God can be done in conjunction, and even if the laws of the land become corrupted in whatever form.

People have had it so good in the US we have no idea what it’s like to be invaded or actually threatened by countries that hate us. Yet an active attempt to do just that, or completely aniahalate us, is exactly what they would do if they had the chance and were certain it wouldn��t lead to their own destruction. This type of response is what you’d do if you understood the reality of such danger.
