Last year there were fewer total heat deaths than in the year before it. This year there was a weather event exacerbating the heat issue. Humans have developed technologies to deal with adverse environments for millennia and we could use those and implement them in a year and save tens of thousands rather than push for the same policies which helped kill these people.
