Contd (2) - As per Para 2 of Order dated 25.01.2019 of Hon’ble Delhi High Court, MCEPL and Govt of Haryana entered into a Concession Agreement 18.04.2002 for operation of the toll. Does that mean the operator has been collecting toll for almost 17 years ?
