1. One of the aims of @NMC_IND is to establish an effective grievance redressal mechanism. However, our experience with NMC has demonstrated that grievances often go unaddressed, rendering the redressal mechanism ineffective. This raises the question of whether NMC is truly adhering to the NMC Act or violating some of its provisions.

2. According to Section 58, NMC is expected to present every rule, regulation, and notification before both houses of Parliament. We suspect that NMC may not have fulfilled this requirement.

3. Section 45(2) stipulates that the decision of the Central Government regarding whether a matter is one of policy shall be final. NMC's failure to comply with explicit orders from the @MoHFW_INDIA government appears to be a violation of this provision.

4. Section 13(c) mandates that 50% of the Council members should constitute a quorum. We are uncertain whether the UG board meets this requirement with only two active members on its roster.

As of the present moment, the UG board of NMC stands as follows: The terms of two members have lapsed, and one position remains vacant. Consequently, the decision-making power appears to rest with only two individuals.

It raises the question of whether the personal notions, prejudices, perceptions, and biases of these two members may be influencing the board's decisions. There is no quorum.

In light of this concern, there is a pressing need to thoroughly revamp and complete the composition of the board with individuals who can ensure impartiality and fairness, free from personal biases or prejudices.

As the union ministry serves as the ultimate protector and guardian of all stakeholders, we have a question directed at @MoHFW_INDIA to address:

If members of NMMTA, who are actively involved in teaching in Indian medical colleges, are persistently concerned about their well-being due to various forms of discrimination imposed by NMC and the fear of job loss, how can they effectively focus on their academics and research endeavors?

Who will protect us from the atrocities of the UG board of NMC?

Writ petitions are being filed in various state High Courts challenging the atrocious and discriminatory policies of @NMC_IND against MSc/PhD teachers.

This raises the question: Should NMC be proud or ashamed?

It's disheartening that while the UG Board of NMC operates with relative impunity, even disregarding explicit government orders, the latter doesn't seem to assert itself in our case.

If @MoHFW_INDIA can swiftly deliver justice and relief, there would be no need for people to resort to legal remedies. Proactive and empathetic government actions could prevent numerous legal interventions, sparing people from unnecessary suffering.

UG Board of NMC is undoubtedly a partisan body with deep prejudices that arise out of 'pride and prejudice' but the ministry is expected to be impartial, sympathetic to public concerns and uphold justice by swift actions.

The Secretary of the National Medical Commission made a pompuous announcement about addressing grievances every week. However, we have not received a response or a hearing date for our own grievance despite reminder.

Similarly, the Director (Policy & Coordination) of NMC announced the appeals process in accordance with the NMC Act. Despite following the prescribed procedure for filing an appeal, we have received no acknowledgment or resolution from @NMC_IND.

We pose a critical question to the Ministry of Health and Family Welfare @MoHFW_INDIA: Is this the kind of performance expected from the NMC? Has this regulatory body lived up to its promised standards? Some argue that the NMC is even worse than its predecessor, the MCI.

We implore the Prime Minister's Office @PMOIndia to take a closer look at the NMC's operations, consider the grievances against it, and take action to overhaul its structure and functioning. "Pride and prejudice" should not be the guiding principles of policymaking. It is never too late to acknowledge shortcomings and make the necessary improvements.

The NMMTA filed both its first and second appeals with the @NMC_IND and @MoHFW_INDIA, respectively, in response to the contentious provisions of the MSR 2020, as stipulated by the NMC Act.

In a positive gesture, the Ministry considered our appeal and provided interim relief by instructing the NMC to revert to the MCI's 1988 TEQ regulations until the matter is resolved by the Delhi High Court.

However, after submitting an affidavit in the High Court, in which the NMC promised to adhere to the Ministry's directives, the NMC astonishingly took a U-turn, disregarded the Ministry's order, and adopted a hostile posture.

This brazen disregard for established norms has undeniably undermined the government's credibility and authority. Regrettably, we are yet to witness any corrective or punitive actions on the part of the government.

A portion of our second appeal submitted to the MoHFW still remains unaddressed. The NMC consistently disregards our feedback, neglects our appeals, and refuses to redress our grievances. The Ministry, too, appears unresponsive.

In the face of numerous NMC Act violations, insubordination by the NMC, inactivity within the Ministry, and inexplicable delays within the judiciary, we find ourselves uncertain about where to seek redress.

Is praying to the Gods the sole avenue left for us to pursue?

When the qualifying marks to pass a university exam have been reduced to 40% what difference does it make whether the examiner holds MBBS/MD qualification or medical MSc/PhD? When upholding the quality of medical education is never a priority, rules discriminating the 'non-medical' teachers stand out as bogus and motivated. Pride and prejudice are the core philosophy of the undergraduate board in making policies. When will this end?

While nobody can guarantee job security, @NMC_IND is causing job insecurity for those who are already employed.

NMC is taking away jobs from individuals, only to allocate them to its own people, even if they happen to be low-merit individuals with negative scores in NEET-PG.

More than 30 medical colleges are offering medical MSc courses in Anatomy, Biochemistry, Physiology, Pharmacology, and Microbiology.

Several thousand individuals are currently employed in medical colleges in various positions, ranging from Tutors to Professors.

However, several hundred of them may lose their jobs as NMC plans to provide jobs to its own people.

Several hundreds of students who are currently enrolled in MSc courses may face unemployment upon completion.

What is the national plan to address the prospects of the individuals with these qualifications?

We also urge the government to establish a 'National Commission for Scientists in Healthcare and Medical Education' through an Act of Parliament.

As educators, members of NMMTA are certainly concerned with the declining standards, but this association is more concerned with the double standards of @NMC_IND when it comes to 'high standards'.

When certain professions receive disproportionate recognition, it can lead to professionals developing a sense of pride, superiority complex, and entitlement.

This, in turn, results in the belittlement of others. Why should pride come with prejudice??

As a proxy association of medicos, NMC may indeed prioritize its own fraternity, but is this at the expense of others?

When medical MSc and MD candidates in the five non-clinical subjects receive equal training and possess comparable qualifications, why not allow them to compete for teaching positions?

Why create substandard specialists simply because they are part of your own group, and why sideline scientists labeling them as 'outsiders'? This unconditional preference for one's own group is detrimental to the system.

When merit is removed from the equation, competition is eliminated, and only the degree's nomenclature remains as the sole criterion for eligibility, how can the quality in deliverables be assured?

On one hand, NMC is removing qualified medical MSc/PhD teachers in pursuit of 'higher standards,' while on the other hand, it is diminishing the standards by reducing pass percentage for MBBS students to 40% and lowering the qualifying percentile for PG admissions to zero.

NMC is akin to a modern-day Dritharashtra.

NMMTA receives several such messages pleading for help. Dear @mansukhmandviya ji, to whom shall we forward these pleas? As the final authority, we all look up to your ministry @MoHFW_INDIA for justice and protection from the associations (including @NMC_IND) that are terrorizing and tormenting our community. We don't intend to generalize; yes, there are bright medicos excelling in non-clinical specialties, but what about the rest?

What about those who take up these specialties due to poor rankings in competitive exams, as a consolation after years of frustrated attempts to secure clinical seats, or because qualifying percentiles have been lowered as low as 15%? Some opt for these specialties because bonds have been waived, fees reduced, or there are completely free seats with stipends. They didn't choose these seats out of a love for the subject. How committed are they?

We won't comment on how dissertations are produced and exams cleared. Passing exams and securing assured jobs by eliminating competition! How convenient!!

You may hoodwink the naive and gullible, but those within the system know quite well that this is a political agenda to fill non-clinical PG seats and assure jobs to one's own community. Everything else is a toolkit of lies and misinformation.

Sadly, @NMC_IND, the regulator of medical education, is behaving as a proxy association of medicos, aiding them in securing teaching jobs. It's not the NMC's role to ensure the filling of PG seats or to provide jobs to doctors; let market conditions dictate.

Let individuals with MD and medical MSc qualifications compete, and let the better-qualified candidates secure the jobs. Still fearful to compete??
