Who exactly is carrying out these yellow-paint site demarcation and numbering activities on ground?

As per your clarification, official survey, marking, and numbering are planned only post-monsoon. Then how are similar demarcation markings and numbering patterns already visible across multiple areas of the layout?

When site owners are observing mismatches and inconsistencies on ground, naturally questions arise whether there is a communication gap between on-ground staff, contractors, and higher engineering teams.
