The Neptunia Re;Birth 3 PS4 and Switch (both Japanese and Asian English) ports are missing the "Keep the Peeping Down" Plan. It's present in the original Vita version and in the PC ports.

Steam & PS5 keep the uncensored version by default, but still get these new options for free.
The Switch version takes some steps in the right direction...

There's obviously a blatant bias against Japanese games within NOA.
They'll allow western games like this on the e-shop, while blocking Japanese games like Death end re;Quest: Code Z and Prison Princess. Mind you that those are actual games and this is likely shovelware.
For the past few years Nintendo in the West has started to reject games from sale digitally and physically.

What your team is actually saying here is "We don't 'force' devs to censor their games, we just won't allow their games on our platforms when we dont like their content."

The Japanese anime game is censored on Switch because a glimpse of cartoon panties might warp your fragile little mind- while western games are routinely allowed with sex scenes and full frontal nudity. Typical.
If you want this game, buy it on Steam.
A lot of people think this is just about porn but it's not. These loose standards are forcing self-censorship, games like Gal Gun, Senran Kagura, even Neptunia, they're a dying breed because devs can't commit if platform holders make it impossible to know if they can be sold.
Hypocrisy at its worst.
Nintendo of America's CEO Devon Pritchard recently said:"Every dream matters. Everyone deserves to do meaningful work in gaming and storytelling."
But Nintendo hasn't provided an explanation on why The Great Rebellion was cancelled.
