Es muy probable que si el Pity Velarde no hubiese sido uno de los dueños del Terraza Valentino, el caso de Carlos Emilio tuviera más avances en su esclarecimiento. Pero Rocha Moya no tocó a su exsecretario de Economía, también dueño de muchos otros bares y restaurantes de Mazatlán.
