Coming up with h1 bills is political gimmick. None will pass. Easy sol is to ban h4 EAD, OPT, home mortgage to temp visa holders

A: Because of corporate greed and lack of political will.
Note: if you go to India on a temp work visa, no banks in India will give you Home Loan. However banks in US love to give 30 yr loan to 3 yr visa!
