Unable to sell a strong national record, State House appears to have pivoted to a strategy of winning over one group at a time, Muslim clerics, village elders, church leaders, private security guards, regional delegations, and more.

The playbook is simple:
- Invite them to State House.
- Offer tailored concessions.
- Create a sense of recognition and obligation.
- Turn community leaders into political mobilizers.

Each delegation leaves believing it has been uniquely favored. In reality, every group may be receiving the same transactional treatment.
