#Germany's coalition government planning a major overhaul of its intelligence services — the #BND (foreign intelligence) and the Verfassungsschutz (#BfV, domestic intelligence).
- The Interior Ministry wants to move the BND and BfV beyond pure information gathering and analysis.
- Under the new draft plan, the agencies would receive active operational powers, including the ability to sabotage, conduct cyber operations, disrupt infrastructure, spread targeted disinformation/deception, and "hack back" or strike against adversaries — both at home and abroad.
- Germany already runs 19 intelligence agencies (federal BND, BfV, MAD + 16 state-level BfV offices), but they have long had far fewer offensive capabilities than their international peers.
- This reform would mark a genuine “Zeitenwende” (turning point) for German intelligence and reflects a broader shift in German security policy since #Russia’s invasion of #Ukraine.
- It aims to counter sabotage, espionage, hybrid threats (especially from Russia, but also China and others), cyber attacks, and infrastructure risks more aggressively.
- It would also reduce heavy reliance on partners like the CIA in a more contested world.
- If passed, this would be one of the most significant upgrades to secret service authorities in modern German history.

2024年に内部文書が流出して実態が明るみに出た中国のハッキング請負企業「i-Soon」が、国家の指示を受けずに独自に標的を侵害し、そのアクセスを事後に政府顧客へ販売していた構造や、Salt Typhoonの活動に少なくとも3つの中国系民間企業が関与していた事実を軸に、中国のサイバー作戦における国家・軍・民間コントラクターの役割分担と責任の非対称性を整理した論考が公開されています。

従来のAPTラベルは単一主体を想定しますが、実態ではPLA部隊が国家指示で動く直接任務、民間企業が契約で受託する間接任務、事前の指示なく独自に侵害して成果を政府に売り込む自発的行動の3形態が混在しているとの分析です。

【要点の整理】

・i-Soonは典型的な自発的行動の事例で、MSS（中国国家安全部）等との契約業務を並行して行いつつ、契約外の標的を独自に侵害してアクセスや窃取データを複数省のMSS拠点に販売していたとされる。同社はRedAlpha・RedHotel・POISON CARPの3グループに関連付けられている

・Salt Typhoonでは英NCSCが3社を情報機関の活動を「可能にした」（enabled）と表現しているが、2026年半ば時点でも各社の具体的な役割と任務関係は公表されていない

・ツール提供の例として、民間開発のShadowPadバックドアがRedFoxtrot・Tonto Team等の複数PLA関連グループとAPT41関連のChengdu404に販売されている。インフラ提供の例として、成都のIntegrity Technology GroupがRaptor Trainボットネットを開発・運用しFlax Typhoonに提供した事例があり、米英双方から制裁を受けている

・APT27関連のYin KechengとZhou Shuaiは窃取データを政府機関を含む複数の顧客に販売し、一部はi-Soonを経由して再販されている。また初期アクセスブローカー（UNC5174等）や、あるグループが確保済みのアクセスを別の国家支援グループと共有する「premier pass-as-a-service」の存在も報告されている

記事はこれらの事例を「複合責任」（Composite Responsibility）モデルとして概念化し、指示者・実行者・支援者の役割を区別することで帰属と対応の精度を上げる枠組みを提案しています。
