Say you're trying to measure income in a population where everyone is identical, in theory you only need one survey response - but you wouldn't know everyone was identical until you collected a certain amount of data.

I think they wanted to use 160 acre grids because they were being used in the west divide up public land, but the NYC tenement commission had pre-existing zones called "sanitary areas." These were adopted became tracts

@gboeing @undertheraedar @darribas A modern take I'd love to explore someday is the idea of a social grid. A geohashing algorithm that given a lat/long return a grid cell of a size that preserves privacy, minimizes variance in survey estimates, and whatever else...
