Non medical doctors are called as such every day in every major institution in this country. (Will say, I 🙄a bit if they are “honorary doctors”)

They can be referred to as such. It is not the normative. I have decades of experience with such and don’t love even the inclusion of “esquire” but it is earned.

The answer to that is, “yes”., for many different areas of expertise. Many. I can’t even count how many instructors I have addressed as “Dr” during my schooling. Best.
