If the Dems had means to change the vote, they obviously would have also stolen comfortable majorities in the Senate and House along with lots of state level legislative and executive seats.

Which vote am I looking at? That would be 2020, the one where you believe Dems stole the White House. If they could change votes, why did they settle for a tie in the Senate and a slim majority in the House? It's obvious that if they were able to rig votes, they would have stolen many more Congressional seats. Simple answer: There was NO STEAL.
